Harrow Road – A Place to Call Home
Sea to Sky Community Services (SSCS), in partnership with BC Housing and the Village of Pemberton, is leading an exciting new affordable housing development in Pemberton, located at the corner of Harrow Road and Highway 99.
Construction Activity Starts March 2023
Our Harrow Road Affordable Housing project is expected to kick off this month with site preparation works. You will see our contractor mobilizing on site, construction fencing will be installed, trees will be removed, and preload will be applied. Please excuse the activity associated with this initial phase of work. This phase of work is anticipated to take approximately 6-8 weeks, followed by a preload settlement period of approximately 6-8 months. The work will comply with Pemberton’s Noise Regulation Bylaw for Construction Noise.
When constructed, the development will include a mix of rents and incomes within a single building, providing affordable non-market rental housing to families, seniors, and persons with disabilities.
Thirty percent of units will be market rentals (moderate incomes), 50% will be ‘rent geared to income’ (subsidized units for households that meet BC Housing limits), and 20% deep subsidy (low incomes). The housing program does not include housing with support services or residential care components.
The development will include 63 housing units for community members and ground floor commercial space, some of which will be for SSCS staff and programs including children’s services, mental health and much needed community services in Pemberton.

An update on the project:
Thank you to everyone who took the time to engage with us and provide well thought-out feedback and shared their vision for the space. We received an incredible 684 responses to our online dialogue sessions and online survey! Respondents expressed overwhelming and urgent need for affordable housing in community. We also heard lots of suggestions about additional features and services we could provide. Our project team has worked hard to incorporate feedback and respond to community concerns. In March 2022, SSCS submitted a rezoning application to the Village of Pemberton for review. Next steps include Village review and Public Hearing – we hope to share more with you soon!

Eligibility & Rental Rates
What is “affordable housing”?
Housing is considered affordable when 30% or less of your household’s gross income goes toward paying for your housing costs.
Who will be eligible to live in the proposed development?
All tenants must meet maximum income thresholds that differ depending on the level of affordability of the unit.
Project Target Populations:
Low to moderate income families, seniors, and persons with disabilities
Market rent is based on current market rent rates.
Rental cost:
- 1 bedroom: $1,400/month
- 2 bedroom: $2,000/month
- 3 bedroom: $2,500/month
Eligibility:
- Household income up to $82,310 for units with 1 bedroom
- Household income up to $128,810 for units with 2 and 3 bedrooms
These are units where the rent is adjusted based on income.
Rental Cost: Tenants pay 30% of (before tax) household income towards rent. For example: A 2 bedroom household earning $3,000/month (before taxes) pays $900/month in rent. Income verification is required once per year. Rents will change based on income.
Eligibility:
- Household income up to $52,500 for units with 1 bedroom
- Household income up to $58,000 for units with 2 bedrooms
- Household income up to $69,500 for units with 3 bedrooms
These are units where the rent is deeply subsidized for low-income households, including those on Income Assistance or OAS/GIS
Rental Cost:
- 1 bedroom: $375/month
- 2 bedroom: $570/month
- 3 bedroom: $660/month
Eligibility:
- Household income up to $19,813 for 1 bedroom units
- Household income up to $26,400 for 2 and 3 bedroom units
